Copy of 10/05/207, Survey Collector and District Election Officers Subject: Assembly General Election-206 Matter of preparing database of staff to be appointed on election duty. Sending a copy of the letters dated 19/06/2018 and dated 15/6/2009 of the Election Commission of India, New Delhi on the above subject, stating that, following the instructions given by the above letter from the Election Commission, New Delhi, The following information will have to be prepared in the database.



(1) Officers / employees of Central Government and State Governments and Officers / Employees of Central and State Government Public Enterprises (2) Police personnel including Home Guard. (2) Drivers, conductors and cleaners of government vehicles and vehicles of State Transport Corporation. (2) Information on drivers, conductors and cleaners of private vehicles such as trucks, buses, mini buses, etc. (with the help of Vehicle Owners Association). While preparing this information, in addition to the instructions given from the letter No. 464 / JNST / 2008 / EPS of Election Commission, New Delhi dated 19/6/2008 regarding the appointment of polling staff, the instructions of Handbook for Returning Officer-2018 should also be taken into considerationn.


In addition to the officers / employees of the State Government and the Central Government for the conduct of elections, there will also be a need for the staff of the institutions covered under Section-19 (2) of the Representation of the People Act-191. Therefore, necessary orders are being issued from here to provide the information of the staff of the office to the authority of the following offices of the organization / offices included under section 13 (2) of the Representation of the People Act and to make available the service of the staff as per the demand of the District Election Officer. A copy of which will also be sent to the concerned District Election Officer.

Each District Electoral Officer, in the first stage, will haave to prepare a database by obtaining information from all the Departments, Departments and Offices of the State and Central Government as well as the offices / institutions covered under Section (2) of the Representation of the People Act, 191 as mentioned in parade. . Apart from this your district is not covered in parag of government insurance companies, universities, central government boards, corporations and state government institutions such as banks, life insurance corporations etc. Proposals regarding such institutions / offices also need to be sent from here in Statement-A by 20/02/207. 


Immidiately after receiving the information of the above organizations from this department, to provide the information of the office / staff of their office / organization to these organizations as per the demand of the concerned District Election Officer and to provide the service of those officers / employees from here under section (1) of the Representation of the People Act. Orders will be made. Copies of the orders should be obtained from the office of the concerned District Election Officer in person and executed by the concerned institutions. ... After receiving the above order from the District Election Officer, the office / institution will have to inform the staff of that office and prepare the data base accordingly.

At the time of allotment, special care should be taken to ensure that no single office is allotted to two election officials and no office is left. The functions of the election officials will be limited to the officers / employees of the offices allotted to them only to collect information and enter the data in the software of that information. The information has to be obtained in the accompanying specimen form and the data entry in the information software has to be done accurately. Care should be taken to ensure that there is no error in the data entry and also in the bank account details of the employee / officer (including IFSC code). 10. When requesting information from that office, it is mandatory to provide information to all the employees of their office and if any information is not provided to any employee / officer, then it should be the responsibility of the head of that office. 11. As per the instruction of the letter dated 17/6/2008 of Election Commission, New Delhi, the employee to be appointed on duty should be a voter and that voter should have photo identity card.



For this, the details of the name entry in the voter's roll have been sought in the information which is sought from the organization in the prescribed form. This information can be found on the website of the Chief Electoral Officer ceo.gujarat.gov.in if the employee does not have it. Such information should be given to the organization in the letter seeking information. However, if the organization does not provide this information, the Returning Officer may obtain this information from the above website. If the name of an employee is not registered in the voter list then the concerned concerned officer / employee has to get the application in Formal. / Take action to improve. Also, if an officer / employee does not have a voter ID card, he / she should be given a voter photo ID card as per the rules. However, even if an officer / employee does not show interest in enrolling in the voter list or getting a voter identity card, they can be appointed in the polling station

Please note that non-registration of voter list or non-receipt of voter ID card is not an excuse to avoid election duty. This matter should be brought to the notice of the organization. 13. To give the details of the salary scale of the officer / employee as per the salary slip of February-208, to inform that organization / office. Inform the organization to show only gross salary in case of fixed salary employee. 13. Polling staff data-base preparation and randomization work is very demanding. The "Resident Additional Collector" in the district as the "Nodal Officer" for this operation
